Scribus
Scribus is an open-source program that brings professional page layout to Windows, MacOS X and Unix desktops with a combination of "press-ready" output and new approaches to page layout.
It supports professional publishing features, such as CMYK color, separations, ICC color management and versatile PDF creation. We use it for the final stage of badge layout, importing svg's created in Inkscape and laying up sheets for high quality printing via PDF.
